400 lives lost every day, but fate of motor vehicle bill hangs in balance

This is the second time when amendments to the motor vehicle law is pending before the Parliament. In 2012, amendments to hike the penalties for traffic offences met with a roadblock in Lok Sabha after these were passed in the Upper House.
